According to information available with the Ministry of Finance, 18 States and two UTs have used an option to amend the annual limit; For nine states, the option was deemed to be used.

Two UTs and all 29 states were asked to select their option - whether the threshold limit were increased or the status quo was maintained. This was a one time practice primarily to benefit the micro, small and medium enterprises (MSMEs).

The GST Council had decided in its meeting on 10th January that there will be two limitations for goods suppliers - ₹ 40 lakhs and lakh 20 lakh (Special Category States).

It was also decided that the states will have one week to decide on one of the two limit. The threshold for registration for service providers would continue to be ₹20 lakh , and in the case of Special Category States, ₹10 lakh.

According to a senior finance ministry official, the Kerala government had said that it would keep the threshold limit 20 lakhs, but later said that, it is still under consideration. "There was no communication from them," he said. Similarly, the Telangana government said that it will maintain the status quo so long as no decision has been taken by the Chief Minister.
